When Age of kings was out, NONE of the western European civilizations had bombard tower in the tech tree but the developers still designed a Western European bombard tower (They did not do this for the Aztecs and Mayans in the conquerors,only The Forgotten did that). The Franks obviously would not have it…they even lack keep and the Celts are way too offensive to get it.
Plus,you’ll find the British using cannon galleons and bombard towers in Joan of Arc (especially the last two scenarios).
